DEFRA has finally published its response on reforming waste exemptions, which were first mooted in 2018. While seven exemptions are to be tightened, three are going to be removed, including the T9 and the U16. The reforms will mean that metal recyclers currently operating under an exemption will need to obtain an environmental permit.
 
Other changes set out in the reforms that will affect members include the removal of co-located exemptions, which will prohibit permitted operators from also holding an exemption such as an S2. This includes on an adjacent site if there is a direct link to the business.
