Please note there is deadline of 26 February for metal recyclers who export to register with the EA in respect of Article 18 (Green List) waste shipments in England. 

We are writing to update you on our plans to reform the way we regulate Article 18 (Green List) waste shipments in England.

These reforms will increase regulatory activity, improve data collection, and introduce new digital tools. They will enable us to verify that waste is correctly classified, reaches its intended destination, and is shipped and managed in an environmentally sound manner.
 
This work will help reduce waste crime and ensure that waste is managed and support legitimate business in ways that protect human health and the environment, both in England and overseas.
 
The changes will require all Article 18 (green list) waste exports to be reported to the Environment Agency. We also plan to introduce charges for waste shipments and will shortly publish a consultation to give you and the wider industry the opportunity to review the proposed changes and provide feedback. This will help ensure we deliver this service to industry as efficiently and effectively as possible.
