In recent days, we have been made aware that the Environment Agency is not currently available to select as a competent authority on the European Commission’s (EC) new system, DIWASS.  This means new notifications for movements to, or from England involving the EU cannot be created on the system.  
 
We have raised this with the EC, and they are taking steps to add the Environment Agency to the system so we will appear on the drop-down menu as a competent authority. We expect it to be available for selection shortly, if it is not already.
 
However we need to re-iterate that for operators based in England, there is no mandatory requirement for you to use DIWASS – registration and using the system is purely voluntary.  Although the Environment Agency may appear in DIWASS as a competent authority, we will not be using the system. This means we will not receive any information entered into DIWASS.
 
If you choose to register as an operator on DIWASS, you must be approved to access the system.
